It is unlawful for any person to erect, construct or maintain, or to cause to be erected,
constructed or maintained, any building, posts, steps, fence, pipe or other obstruction,
or nuisance, in or on the public grounds, streets, sidewalks, crosswalks, avenues,
alleys, lanes or other public ways in the city.
