§ 74-38. Unlawful disposition of garbage; special agreements.

It is unlawful to deposit garbage upon any vacant or unoccupied premises or upon any
street, alley, pond, pool or lake within the city. No leaves or limbs shall be burned
on premises unless a written permit for such burning is first secured from the chief
of the fire department of the city or his duly authorized agent. Whenever or wherever
there exists exceptional conditions of ownership, tenancy, occupancy or use affecting
the collection of garbage and the collection of the rates and charges imposed in this
article or resulting in heavy accumulation or necessitating frequent collections of
garbage, the city clerk, with the approval of the city council, is authorized to enter
into agreements with the owner or occupant of the premises as to the proper charges
to be paid by such owner or occupant, which charges shall be made as nearly uniform
as practical and proportionate to other charges for similar services set forth in
this section.
